Is it legal for a Gallery (or artist) to create new versions of older limited edition serigraphs ?
An art Gallery in Quebec I follow is selling new pieces (serigraphs) of artwork with very low numbers, i.e. 10/13. However, my parents have owned one of the exact same pieces for 18 years with a 114 /125 number? Is it legah/ethical to create new version of a pieice of art? That would seem to devalue the pices already owned.

When a collector buys an artwork from an edition, they are buying 1 of XX number in total. This is the clear understanding and the contract of purchase. If a subsequent edition is released, this is a form of fraud. No credible artist and/or gallery will do this. There are, of course some exceptions, that have been tested in the courts.
